EPIC – Empowering People, Illuminating Change

For someone recently released from incarceration, the quickest path back into prison is to re-offend while on parole. Unfortunately, many parolees see no other options: they have nowhere to go, no marketable skills, and no hope at staying on the right path. The Weingart Center offers these individuals an opportunity for community re-entry and a smooth transition back.

For this reason, the California Department of Corrections and Rehabilitation funds programs like EPIC, which provides people on parole with a structured transition into the community. Clients progress through five phases during the six-month program, from a 30-day restriction period, where they are accompanied at all times by program personnel, to graduation.

Along the way, they complete Anger Management classes, Substance Abuse Treatment (as necessary), and our Workforce Development curriculum. Our Job Developers cultivate relationships with employers who are willing to hire those with criminal records, and our Education Coordinators provide special instruction to our clients on how to address the “felony” question on job applications and in interviews.

Services include:

  •  Housing Services: Shelter, safety, three hot meals a day, hygiene supplies, clothing, and Life Skills classes
  •  Case Management: Individualized Service Plan, benefits enrollment assistance, family reunification, and financial literacy
  •  Workforce Development: Job Club, Clothing Boutique for job interviews, mock interviews, and employee training
  •  Clinical Services: On-site
  • Recreation: Weingart Warriors softball team, holiday parties, Al-impics

AB109

AB109 Community Re-entry program Reentry Program Weingart Center Los Angeles Skid Row Homeless

In April of 2011, Governor Brown signed into law Assembly Bill 109, a historic realignment of our State prison and parole system. AB109 Realignment made several changes to how the prison system is used, including moving some people from State to County jurisdiction. In the initial phase, the state prisons are identifying inmates incarcerated for non-violent offenses, who have served a majority of their sentence, to be released to the custody of County Probation departments. Los Angeles County sees approximately one-third of parolees from CDCR, and expects to see a similar proportion of AB109 releases.

To meet the challenge presented by this influx, Los Angeles County convened the Public Safety Realignment Team. Weingart Center was nominated by Sheriff Lee Baca and Police Chief Charlie Beck to serve as the Community-Based Organization Representative to the Realignment Team, and has been a strong voice for client-centered programs that improve opportunity and reduce recidivism.

The first stage of this program, implemented on October 1, 2011, is our current AB109 program, which offers short-term housing and employment services to post-release supervised persons referred by the Los Angeles County Department of Probation.
